It demonstrates one aspect of systemic bias in that the 'colonial mindset' with it's goal of city building and expansion approached fire management to protect those goals. It's more than just knowledge. It's about vastly different worldviews deeply embedded in the system.

Jewish-ness is an ethnicity and also a religious group. People can be one, the other or both. The Jew haters don't care about the distinction - they don't focus on the religion, they focus mainly on the ethnicity.Jewish-ness is an ethnicity and also a religious group.
It is a form of racism, hating them based on their ethnic group.
