Somalian Daycares in Minnesota

What a story... some kid named Nick Shirley has been going to numerous daycares in Minneapolis where there are simply no children around and all of the doors are locked.
These are daycares catering to Somali communities and, in many instances, owned by Somalis.
He has a video series where he goes to daycare after daycare, attempting to open the door, finding them to be locked. Parking lots vacated. In some instances there's no one even responding to the door knocks. In other instances, there's a handful of adults milling around, forming a wall of bodies to disallow seeing into the facility.
Either the daycare is in a building with no windows, or the windows are completely blacked-out, disallowing anyone to see inside.
Nick visited multiple daycares with the same results. He goes to the daycare with another older gent who has a sheet that states how much in tax funds the daycare has received for the year and a rough count of how many kids should be there.
I live in Milwaukee, similar to Minneapolis... I've never seen a daycare where there were either no windows or the windows are blacked out. And, even allowing for that... you always get the sense that there are children there.

Some CNN affiliate in Minneapolis ran a story on that and then questioned with a "Lo! there are children!". Running security footage showing one or two children being ushered in. Certainly falling short of the claims of 70 to 90 kids that should be there. People in the comments claiming that those are just the children of the parents that run the daycare, using them now as props to show an ... ahem... bustling daycare.
